Is there like a special type of setting on a camera that makes the water come out so...well like that? It looks surreal. Absolutely stunning.

this effect is achieved through a long exposure, five seconds in this case. i stacked two +4 ND filters to allow me to leave the shutter open that long without the shot being overexposed.
